
It’s Friday, January 23, 2026, and time for your Democracy in the States: Weekly Roundup.
We’re starting with a very moving States Newsroom special report on Minnesota that captures just how many fault lines have converged in the past 12 months - from the assassination of Rep. Melissa Hortman in June to the Annunciation Church shooting, safety net fraud investigations, and what the report describes as an ongoing paramilitary federal presence.
As Max Nesterak writes in the Minnesota Reformer today, “Minnesotans have reacted with an unbending resistance befitting people who are accustomed to withstanding the bitter cold. The state’s history of prairie populism, civic activism, volunteerism, and tight familial and social networks are serving as crucial infrastructure of the rampart against the federal presence.”
That resistance is no longer niche. In the Twin Cities, ICE resistance has gone mainstream: volunteers are staffing doors at immigrant-owned businesses, watching school drop-offs, and coordinating in neighborhood group chats to track ICE movements.
The “ICE Out of Minnesota: Day of Truth & Freedom” general strike demonstrates this solidarity. Tens of thousands gathered in downtown Minneapolis despite subzero temperatures, while organizers encouraged people to stay home from work and school and refrain from shopping to protest the ongoing federal enforcement surge.
The day began with a protest at Minneapolis–St. Paul International Airport, where organizers reported that approximately 100 clergy were arrested. Later, a separate crowd near the Whipple Federal Building faced dispersal orders, and federal agents deployed chemical irritants, according to the Minnesota Reformer. Over 700 businesses reportedly closed in support of the action.
As the Minnesota Reformer explains, a general strike is a work stoppage across multiple industries intended to pause economic activity and compel change. While uncommon in modern America, it remains a staple of earlier protest politics and is still used frequently in Europe.
